how do you guys make a call whine...cant seem to figure it out

pinch the back of your throat.
think of a garden hose and how you would pinch the end to get a tighter stream of water. same general idea..

at the end of the quack blow "through your teeth"...bite down and blow some with your bottom and top teeth touching

Squeezing the air off at the end helps for me. Echo and hobo calls make it easier I think.
