Why do they put the 9/10 on the price (3.99 9/10) why not just round it off to the next cent?

The same reason a microwave oven is priced $99.99. Or why the Dow Jones Averages get stuck at just under some "threshold" like 14,999, and then shoot way high after it breaks 15,000.

People tend to see the difference between, say $3.199 and $3.20 to be much higher than between $3.198 and $3.199.

It’s called price differential, and it has been proven that people in there mind think they are getting a good deal.

Not nearly as relevant now as it was back in the day when gas was selling for 32.9 cents / gallon
