Decoys
I know it is a common problem that decoys get shot during the hunt. Even when you wait until the birds are off the water(Legal Way). Here is my question. We filled a couple of decoys up with expandable foam and kept hunting with them. The filled decoys don't move as much in the wind because they are heavier.
Does anyone have ideas on how to fix them, or just throw them away and keep buying new one's ever year?

Legal
That's a good question for this forum. I have always heard it is, but I think it may be more of a Hunter's Ethics Issue.
Come guys, Enlighten us with some of the laws. I know you can, I have seen it to many times before.

not illegal, just not sportsmanly.
Besides, if they are one the water, it is a little harder to kill 'em.
not as much body to hit.
