When I blow my whistle my dog sits good most of the time but he will not turn all the way around and look at me like I would like him to is there any way to fix this and when he thinks he found the bumper and I blow the whistle he will not sit. Any help on this would be great.

if he is collar conditioned then just nick him and he will sit. to get him to turn around just sit him and then give the here whistle and as soon as he turns around sit him again. do this a few times and he will figure it out.

I started whistle sit by making her stay and walking off a decent distance facing her, verbal here, then whistle. That way she is looking at you when sitting. Now when I whistle sit she turns all the way around regardless. I guess she got used to sitting looking at me and now it's natural to her. Do note that it took several sessions before the light came on. Be patient, I can relate. Oh and take this for what it's worth, this is my first dog to train.
