PART 1...
GO GET A MISSISSIPPI MAP.....
OK GUYS HOPE THIS GIVES YOU SOME INFO..and insight....
Think of the "Missisippi Delta"
200 miles long x 90 miles wide)...Memphis down to vicksburg and Greenville over to Grenada..
as a very big bath tub....no water from it drains into the Mississippi River to the west...none..
All water flows south thru the delta trying to get into the Yazoo then to the Mississippi at Vicksburg..
In this bath tub it only drains south...at a slope rate of about 7 INCHES PER MILE....fall %..000094....
So now do u get the pic...no matter where u are in that flat of a surface area you must maintain drainage...and the farther south the more important it is......
Now we get to the problem ..Over the past 100 years the Corp has reduced the width of Mississippi River floodplan and now has it "Under control" from south of New Orleans all the way to above St Louis, MO....
Thus the river is deeper...backs up farther..and drains slower...stays higher longer...plus more people are in populated cites on the river....
Ok..The Yazoo levies were increased to handle this higher Mississippi..in the 60's-70's...put structure at the Steel Bayou-and the Little Sunflower...
NOW HERE IS THE KICKER IN THE BOTTOM OF THE BATH TUB.....
The Big sunflower was damed and diverted to the west 6-8 miles into the Little Sunflower River and Structure ...
but they did not stop there..kept digging....and digging,....and digging...to the west to connect the new LITTLE-BIG SUNFLOWER RIVERS AND STRUCTURE to STEEL BAYOU AND STRUCTURE. The diversion cannal is about 15 miles long but has a "fall" of about 5 feet....(you got it..)
So now you have a system (bath tub) with only two drains...and the one on the right is 5 feet higher....Lightbulb...so where does the water go...Steel Bayou Backwater..
Stacking water...as of 4-15-2002 about 160,000 acres up the Steel and about 160,000 acres on the Sunflowers were flooded...

Not to down talk out Army Corp of Engineers, but what do you expect from an outfit that brought Kudzu to the Bluff in Desoto County as means of erosion control. That stuff (kudzu)can support one linear mile of vines off of a root wad the size of a gallon milk jug.

Uncle Walt, this may help you explain the river dredging, courtesy of Lacuna.
BTW, what did Lacuna do this time to get his privileges revoked again?
