What is wrong with my mater plants?

My dad grows from seed and I get his culls. They were perfectly healthy when I got them.

My wife planted the seedlings in planter boxes that she had not popped the drain holes out of. It rained and they sat in watered down soil for 4 days until I came home from outta town and discovered them.

I transplanted to garden rows instead. Most lived and showed a small amount of growth. Now they are all doing this (see pic). What is this? Should I just pull the plants? I hate to bc they are growing, but...not really...

That's what I was thinking. Kinda hard to tell from the pic though. Look under your plants, if you see a bunch of little green poo balls that's what it is. Get you some Seven dust and lay it on pretty good. You'll see a bunch of dead worms pretty quick.

don't look like cut worms to me. the upper leaves looked really curled in, some of mine look the same i'm not sure what it is I've never seen it.
