lost/abandoned boykin - crystal springs area

I know this belongs in dog forum but really wanted everyone to see. There is an abandoned boykin spaniel in the crystal springs area. She has been at the animal shelter for about three weeks - I have put her on hold for adoption as I intend to meet her and possibly adopt her but if you know who the dog belongs to my preference is that she be returned to the rightful owner assuming that is the desire.
