New pup, new training problem

So Ruby is getting settled in and overall doing wonderful with crate training and learning puppy commands. But she's decided to eat the flower bed. I use "leave it" for anything I want her to stop eating/biting etc. And that works well forest things but this flower bed deal, I have to go reinforce (shake by scruff). Now when I start toward her - in the flower bed only - she runs off.

I don't want to train her to evade and escape; Is a check cord the answer? This mainly happens during play time in the yard but also distracts from doing her business.

She's 12 weeks.

Anytime she's out, keep a 25 foot check cord on her to enforce "Here". When she's 16 weeks CC to Here using a variable e-collar and a smart technique.
