I am not sure what the law states, but maybe the police officer had to give the ticket to the boy/driver since he is driving and is supposed to be in complete charge of the vehicle. A lot of times that is how the law is written and maybe that is why the ticket went to the boy/driver versus your daughter/passenger.

Someone not wearing their seatbelt can cause others injury. Said car is driving north bound on a road losses control and drivers is thrown out of the vehicle and into oncoming traffic while the car runs off the road away from traffic. Now the vehicle/vehicles going south bound on said road have to manuver their vehicle to avoid said body which could cause more accidents and possibly more deaths.
