How many lifetime Lic have been sold?
Could the department have invested that money for long term?
I dont know how State govt works in these cases but seems like if the State did things like that. knowing that lic sales will decrease in 10-15 years because of Lifetime lic purchases, a 15 year investment in would offset decreased sales and inflation.
Idk the state may not be able to "risk" public funds.
RAISE THE OOS LIC DRAMATICALLY AND leave the res lic like it is or with very samll increase in each lic. That way MS folks arent complaining, and they know if it doesnt work out they have a year to get used to the idea of higher lic fees.
I read where the oos lic has to be raised first anyway. Its going to look bad if you raise it then automatically raise MS lic just to circumvent the rules.

Two points:
1. I'm pretty sure lifetime license revenues go into a separate pot of money which is used invested and strategically. Like for land acquisitions, etc. I don't think it goes into operating funds.
2. Out of state licenses in MS aren't exactly cheap. It's $330 bucks and change for an out of state annual license to deer/spring turkey on private land. That's about 10% more than an out of state license for the same privileges in Al, TN, GA, and FL. If it goes much higher I predict out of state license sales will go down.
I am of the opinion that a growing number of the non hunting public is using WMA land for things like hiking, exploring, kayaking, etc and not contributing toward upkeep. I don't know Mississippi's official position but GA is studying a use license for recreational, non-hunting use of State lands.

The WMA user permit is just that a user permit.. You are posed to have one to set foot on WMA for any reason.
