It seems to me if we were really worried about the dove population something would be done to place limits on South American hunts were a single hunter can kill thousands of birds.

Populations change but have been relatively stable in the recent past. Limits are set similar to ducks. I remember when we could only shoot 8. To compare our dove population with that of some of the South American countries is just ridiculous. Dubs are considered a pest in many countries and decimate millions of dollars in seed and grain crops. Farmers want everyone of us to come shoot as many as possible.
As for asking about a ticket amount. What is wrong with people. Be friends with your local green-jean. Invite him to look at your field, take him to your blind, your pre-hunt bbq. You will learn more, you will be legal, you don't have to look over your shoulder, and having that telephone number can be of great help in a time of need. Trust me.

The doves in South America are Eared Doves, not Mourning Doves for starters. Eared Doves nest year round, the eggs hatch in 15 days, and the little ones can fly in 10 days, are non-migratory, and cause millions of dollars of crop damage each year. This isn't anywhere close to the case with the Mourning Dove. I have a chart that will tell me how much it is if you can provide simple details like nearest road, 911 address of house nearest the field, what type bait is on the field, etc.

If the laws were changed and baiting dove became legal, would it change the number of those hunting them and the frequency which they are hunted? I think it would. Nothing happens in a vaccum and when one part of a system is changed it affects other parts of that system to some degree.

I've gotten one baited field ticket ever. Over $700 and I only had three birds.

There ar several species of doves in South America. I have killed a good many mourning doves there, but most of the population is eared doves. The parakeet however, does not make much of a thud when it hits the ground.
