It is a city drainage pipe, it actually starts behind my house at the drainage ditch and runs along the side (still underneath my yard) and 45's across the front yard and basically an area of 20x20 is just caving more and more with every rain. I even went as far as to tell them if they would just come look and fix what needs to be fixed i would bring the dirt in to re-level it out.

I hate to be the bearer of bad news, but it sounds like this problem is all yours. Based on what you stated, the drain is on your property. UNLESS the drain in confined within an easement that allows the city to come on your property to fix items such as this drain, you are 100% responsible for solving this problem. Good luck.

Go get a copy of your plat and see if they have an easement or not.

Well it all ties into the city drainage system... which all goes back to the original problem of getting them to come out and see if it is there problem
