I know I have not posted on here much, I really never posted much at the MDWFP forum, until recently. I was banned from that site for expressing an opinion and trying to get some information out involving what is happening at Lake Chotard with Tara Wildlife and the East Carroll Paarish Sherriff's Deputies, namely one deputy, but i will not name names, if you have had trouble up there it is more than likely the same guy and you knwo who i am talking about, if not, go up there and hunt and you will meet him.
There was a discussion about hunting on the MS River and all, and I said the following, which I thought was some pretty informative information. I posted links to LA gov. offices explaining how we were not trtespassing, yet the ones on the other side can't post anything to prove their point. I got banned from teh website for personal attacks and bashing they said, I don;t think I made any personal attacks on anyone. I think I struck a nerve with the MDWFP about Tara, which i am sure is very familiar with the MDWFP and it's officers that "patrol" that area. I could not get any help from East Carroll Parish courthouse nor Madison parish Courthouse. I know they must have this information somewhere, and i am nto sayign they don't have it, I am saying that i was told they did not have it. It shold be public record but it is not availiable to the public, WHY? It appears there is some bribery or something going on, ( any of you MDWFP *&6%$* reading this I said APPEARS to be, that is not an acqusation). IF it is considered trespassing by going inside the tree line to hunt of fish, i would simply like some proof of where the property line is, not a damn sign that any idiot coould put up in a tree and that means nothing.

I have looked into this matter. I went to the East Carroll Parish courthouse to get a copy of the tax platt, deed etc.. of the land Tara Wildlife "owns" in east Carroll Parish, well low and behold, they don't have a tax platt (map) or a deed that defines the boudary line of their property. They don;t know where it is. So I asked how did Tara pay their taxes, I was told that the Tax Assessor calls Tara and asks them how much land they claim they have, which is not exactly legal, i think. Well I went to Madison parish courthouse next to check on the portion that is in Madison parish, wouldn;t you know it was the same thing, no record of where the property line is.
Now I was in the lake hunting last week or so and was "run out" by some folks from Tara, i won't say any names but they know who i am and I know who they are. they called "TheLaw" to come get me, well i was in the chute going to the river and the East Carroll Parish deputies were coming into the lake through the chute as well, after the swamped my boat with a three foot wave and I turned around to talk to him about it, we got on the subject of this tresspassing junk. I asked him where was Tara's line exactly, he told me that it was the edge of the chute and followed the tree line around the lake, even though they don't know exactly where it is in the courthouse, Tara claims they own that, at least to the deputies. Well I asked the deputy what parish we were in at the time I was talking to him, (I knew we were in Madison Parish) he "informed" me that we were in East Carroll and that he had jurisdiction, I promptly "informed" him that we were in Madison Parish and that if he did not even know where the property lines were and the Parish Lines, then he should not be out here trying to enforce laws that he doesn't even know if are right, just because some people with $$$$$ said so.
It gets better, for those who don't know anything about succession and encroachment, let me explain. The area of the lake which is now Willow trees it was used to be a "sand bar" pretty technical stuff here so hold on to your hats. once the lake became cut-off from the river it lost its high flows, which allowed the willow trees to colonize the old sand bars. the part of the lake that has no trees is the old channel, and the old banks are way on in the willows, some times severl hundred yards. Now the area with in the old banks is considered state owned land and water and is open to the public to hunt and fish, Don;t believe me, check out this website.

On the left hand of the page click on the stae claimed waterbodies layer and then turn on the aerial imagery layer and see for yourself, the State of LA lays claim to the waters within the old natural banks of the river. The same areas that the Deputies have been issuing tickets to the public for exercising their right to hunt/fish public waters.
I have already contacted the administrator of the Office of State Lands for LA and informed him of the happenings, he assured me that he was going to investigate this and try to resolve this debacle, but I urge you,(the ones who are on my side about this) to contact him as well and let him know that there are numerous folks that this is affecting, especially if you have been "run off" by Tara or "TheLaw" or even worse issued a ticket. The State Attorney General will be getting a call from me as well regarding the tax situation. I'll bet the courthouse has on record exactly where your property lines are and knows to the decimal how much land you own and pay taxes on, yet for an organization like Tara, they are permitted to tell the Assessor how much land they have because no one knows where the property line actually is. How convienent for Tara and not for us.

Yeah I have alot of maps that I have created that have all the information (lines, coordinates, etc..) on it and Idownloaded the stuff to my GPS, I know what State, and what parish/county I am in at all times out there, because it is a shame that you know this is going to happen every time you go out there. Even though he agreed that we were in Madison parish, or I proved it to him, he told me that he had the authority to still arrest me and/or write me a ticket. I laughed and told him that he had as much jurisdiction as i had, which wasn't chit. I agree the State website..... well you all know what about it. Just like you said Lodi.

I am going ot try to attach a map that i made that depicts the land that is State Claimed Waters aroudn the end of Lake Chotard. I georeferenced the states map showing the State Claimed Waters over a 2006 NAIP 2 foot aerial image. I don't know if it will work because I have never posted a picture before but here goes.
According the the East Carroll Parish if you go in this area you get a ticket/arested, and Tara claims you are tresspassing, but the LA Office of State Lands says you can go in here an hunt and fish, I want to knwo who's right and who's wrong

Hell if there is a LA state document stating that is public-- then what is the issue. Hunt the hell out of it and just show the document first to the officer and then to the judge. after its thrown out sue the officer the dept and the state for harrasment then hunter harrassment and sign an affidavt to have said dept arrested.

im glad people are finally standing up for stuff like this and not just rolling over any more...more people in america need to start doing this or else we are all in for a rude awakening. if a law enforcement officer doesnt know what the law is how in heII can they enforce it. I call the MDWFP about hunting various oxbows in MS (Mossy Lake) and was told that the "water" is public but all land joining it is private...the officer I spoke with said if I could get 1 person to allow me to put in on their land that I could hunt anywhere in the lake that I chose. Many people dont like it...but its the way it is!!!

Brad Outz? Thats the deputy that tried this chit on us. He was quick to whip out his ticket book and I asked him to lay gps side by side and we'll take a picture of it. He put the book up. It still pisses me off. That little pansy booty Tara guide that was in the boat with me "claimed" he was a Sherrifs Deptuty. Can you get someone that says that, in trouble for impersonating the law? I straight up asked Outzs' fat booty how many deer Tara is letting his redneck booty shoot a year. I've got several people who will help the cause 420.

Welp I dont hunt down there at all but with the no birds and all, this sounds like a little fun. I say we have a freakin ducksouth group duck hunt on said lake and when they get there just surround the boays boats and get to the bottom of the situation.

I got word from the LA Office of State Lands Director today that they are investigating the matter as we speak, they told me "Our chief surveyor and contractor we used to develop our water bottoms is investigating the matter." As I hear more from him i will post updates.
Deltaduckman, youa are talking about Mike Outz, he used to be a GW in the Vicksburg area, butt for some reason, (and i mean butt) he left and became an East Carroll Deputy, he has since left or retired or something, but heno longer works for them. The little sherriff's doughboy now is John Roland, and he had some other guy with him that didn't say a thing, i don't know if he was a deputy or not, but he had a shirt on that said deputy, but he didn't say anything, he just stood there and listened.
We need all the people we can to help. Quinn, you are a surveyor still huh, try to get some land records from the Parish courthouse and plot the boundary lines (if you can get a legal description) on a map. I can't understand how they can say you are trespassing if they don't know where the line is? I will be going back to the courthouse soon to try again to get some information, but as I understand the office of state lands will be contacting Tara to have them provide proof that they do in fact own and pay taxes on the land. A legal description can say "all lands lying East/West of the Thalweg of the old MS River Channel", but i have only seen one like it and it was on Diamond Island. The thalweg is basically the deepest portion of a body of water, so the deepset channel would be the boundary.
I doubt thier legal description says that...

I am in (any day but this weekend). Any one else want to schedule a hunt over that way? I say we get 15-20 boats and plenty of shells

I have been thinking of going there anyway, haven't hunted there any this year.
