It's a pay to pass toll booth. It seems that due to budget shortfalls with USFWS they needed a way to increase revenues to help fund the "Prairie prancing flower kissing marmot research project" somewhere in Nevada. They are charging $5 per vehicle and $50 per boat. Internet scouters get a discount!
