A very high percentage (over 50% has been pretty well established) of the birds killed in that region in dry fields would not have been killed without a spinner. That's a fact that anyone who has hunted the area for any amount to time will admit. This is a device that is causing ducks to come to the guns in places they never would otherwise, and they're doing it in large numbers.
The flipside of the kill total is the number of "hunter encounters" the birds experience. We're talking about HUGE flocks of mallards diving into the hole. Sure you can kill ducks in a dry field up north without one, but you can't do it like you can with a spinner. Not even close.
If I could take every hunter from this part of the world to North Dakota or Saskatchewan for a couple of days there would be a march on Washington like you've never seen.

I understand the effect it has on the population, but my point is it is not the spinner that is killing the ducks. Unless the accidentally fly into the rotating wings. It is the hunter that is pulling the trigger that is killing the ducks. You can ban the mojo's but that will only temporarly fix the problem until they come out with a new gadget. You have to change the heart and minds of the hunters to fix the problem.
So if they Ban them.. That is fine with me.. I don't use one anyway, but the ban only temporarily fixes the problem.
