do you mean before or after the purchase? most every call is tested and tuned before you buy it (believe it or not even the Haydel's DR-85 is).... the extent of the tuning depends on the call (cast calls with stoppers like the Haydel's generally just get blown to make sure they sound like a duck, but an the higher end calls are more likely to get "tuned" by the call tuner, if that makes any sense).....
on the flipside if you want to know if you need to tune every call after you buy it, that's a personal decision, but if you get one you don't like you can often tune it a little to fit the way you blow a call.... NO TWO PEOPLE BLOW A CALL THE EXACT SAME WAY, as a result, it is usually in their best interest to learn how to tune a call....
