I believe your right. The birds sold are supposed to be pen raised.

Damnn.. all of these years I thought we didn't kill many mallards down here on the coast, and I have been passing them up all of this time. I really need to re check my ducks at a distance book. All these years I thought that was a hen ringneck...........

Yep. It's illegal to sell migratory birds, feathers, parts, mounts, etc.

Unless it's been pen raised and legal papers then you're right... Illegal to sell Waterfowl dead, alive, mounts, or even pieces.

they are probably getting by with saying "taxidermy value" they aren't selling the duck, just the "labor"

Yes, Its illegal to sell waterfowl unless its pen raised and have proper permits. Hell, I cant blame the guy for selling it if I got somthing back and it looked like that. :x
