I'll try to explain this the best that I can.
There are many reasons the State of Mississippi has gone to this type of license. Here's a few.

The biggest reason is MONEY:

With the old license program the agents were taking a big risk in selling license. If they misplaced or lost a license book (25 license) they could be charged as if all 25 were for non-residents hunting license. That's $300.00 x $25.00. With the agents making $1.00 per license they would be way behind if this happened.

The state was losing money from delinquent accounts. With this system the license agent sets up a special account at their bank. Every Tuesday they print out a report saying what they need to have in their account on Thursday. On Thursday their account is swept for that amount.

There will no longer be the mailing cost of sending out and the return of license books.

The electronic system will eliminate most of the paperwork an agent has to do.

The next reason would be benefits for the sportsman:

This system would ensure the agent has all types of license they can sell.

Once a person is in the system they are issued a point of sale number (POS number).
This number will be used in the future when purchasing a license. One would give the agent their POS number and all their information would appear on the machine and a license could be sold.

If a hunter or fisherman loses his license, one can be issued at any point of sale machine if you have your POS number. There is a cost, but its cheaper than having to buy another license and quicker than getting a duplicate through the mail.

A boater can renew his or her boat through the point of sale machine. You will get a temporary renewal number until you get your new decal.

The next reason would be enforcement actions that can be taken:

Hunter education numbers can't be shared among friends.

If a person is delinquent with his or her child support and paperwork has been filed with the state they will not be able to buy a hunting or fishing license.

If a person has outstanding citations with the Department of Wildlife, Fisheries and Parks and has disregarded notices sent to them they will not be able to purchase a license until they clear up the citation.

It is my understanding that if you by a sportsman license at a license agent you will be sent a credit card type license in the mail.

I know all of this is new to the sportsmen of the state. It's also new to the conservation officers. There will be problems we have to work out. It's all part of this computerized world we all live in. Up until just a few years ago none of us were able to "log on" and communicate to each other and gain information from one another on web sites like this.

I have been purchasing the Sportsman license since its inception. My one complaint is not receiving a regulation book with my license each year. It is very convient to receive my license in the mail each year but I still would have to find the regulation digest book and refresh my memory on old regulations and gain knowlege of any new ones.
Could the state not send the digest with each Sportsman license renewal? Sure seems that anyone loyal enough to get the Sportsman license each year deserves that courtesy.

Well, I got the kroger receipt license in the mail today. And a good bit of my information was screwed up.....name, address, etc. I'm surprised that I even received it. Who do I need to get in touch with to get this straightened out before they send me my sportman's card?

a ONE-GUN, 12-BIRD, 'DAILY' POSSESSION LIMIT ,

......automatically gets a 'screwed-up' license so it'll immediately 'tip-off' the officer that THAT 'fool' ain't playin' with a FULL 'DECK'.

They call it 'moron-chek'......ain't no tellin' what OTHER game laws somebody like that's liable to mis-interpret, ya know.

BWAAAAHAHAHAhahaha!!!

BTW.....if you're prepared for that 'final' on Friday, meet us out at the 'club' at 5:30, tomorrow.....and bring somethin' to drink, will ya?

HAHA, very funny.

I should be finished with my take home test before 5:30, so I'm good to go. I guess I'm gonna have to bring the spray painted machine again, the auto won't work. Yeah, I'll go buy some soft drinks for us to drink tomorrow.

That gun wouldn't look so wierd if it were some other color besides 'Greenhead' green. 'Kinda bright, don'tcha think? ('bet I can guess the anwer to THAT one!) I'm surprised you didn't opt for something in a 'metallic' flake.

Yeah, that green is bright, but at the time I painted the gun that was all I had, but heck, I like giving the ducks a sportsman's chance every now and then.

I'll go get some diet silver bullets I suppose.

Looks like you were up early this morning! LOL. I may ride out to the gun club and see if I can't bust a few.

Yeah, Mark.....I set my clock for 5:00am during the week, but haven't been able to sleep past 4:30 ever since this past duck season.....one of those subliminal 'things', I guess.

My partner's got 'it' WORSE than I do.......she wakes-up around 2:30...... realizes it's NOT duck season.......then yawns and goes back to sleep.

I'd hate waking up at 2:30 every morning....cause I'm the type person that once I wake up I usually can't go back to sleep.

Sorry about not making out to shoot yesterday. Maybe the next time you go out there I will be able to as well.
