I read a story about 10 years ago (I think in Wildfowl Magazine), where some guys did something similar.
There was this old lady that fed geese at this reservoir/lake from the comfort of her lawn chair. When the geese would see this old lady they would fly in to get their free dinner.
Once Goose season came about, these boys fabricated themselves a stuffed dummy that resemlbed the old lady and positioned it in a lawn chair.
Voila! It worked, when the geese spotted the old lady (the dummy) here they came...and you know the rest of the story.

i say that ain't much different than going to one of the tam shoots and paying for it. it ain't bout the killing, it is about the 3rd or 4th swing by and then they hit the water hard. knowing that they came in for a reason other than sitting on some red pole for a week filing there gut with corn.
