It's pretty simple. VMP is federal property designed to educate the public about the darkest time in American history. Confederate statues and monuments there are safe. The city, county, and state can't do anything about that.

Monuments outside the park, however, may be open to public review. They may or may not last the decade before they are taken down and placed in museums.

Think of the business opportunity here. You could get free monuments that are worth hundreds of thousands of dollars, set them up, charge admission and I guarantee you folks of decent statue would flock to the site to visit them. Add a snow one and hot dog stand and your an instant millionaire.
