About to start landscaping the house. Where is the best place (cheapest place) to buy plants in the Jackson metro or within and hour drive?

Do you have any friends in the landscape business? If so see if one of them will call in a favor to one of the local area nursery's. It will at least save you the tax and possibly get the plants at a discounted rate.
That being said, i just purchased a second round of plants from Lakeland Garden center last week due to my 10 month lab pulling my previous ones out of the ground.

John deeRe fannin or let a new construction landscaper do it. He buys direct from la. Put in for about what u buy for
