That follows one of the cardinal rules of duck hunting...
Dont piss off thy neighbor!!!
Plus it appears they got him for violating a bunch of other stuff :)

It's also not a good idea to fire the farm manager that you've been paying to bait your fields. It's amazing how honest people with nothing to lose are.
