I don't understand why it wouldn't. If you can legally carry in a purse, bag etc without a permit than whats the difference carrying in a IWB

This law is going to be a a catch 22. I think we will get more "off limit" places. One of the side effects of 2013 law to clarify what "concealed' meant was actually construed as a new "open carry" law. The result of that change to the "concealed carry" law actually caused many more business to put up "No Firearms Signs" The signs meant that in order to enter that business with a firearms, you would not only risk trespassing charges, but also had to have a Enhanced Carry endorsement on your permit. If we do get "Constitutionally Carry" you are likely to see more no firearms signs pop up, and therefore you would need the enhanced carry permit and if you decided to carry in a posted business you would be risking trespassing charges. To an extent the "open carry" law backfired, because of all the no firearms signs that popped up due to the media hype, and it actually reduced the places you could legally carry with out an enhanced carry permit. This new change may have the same effect..
HB-786 - MS Constitutional Carry bill heads to a full Senate Vote - I have been quietly following this bill since it's introduction earlier this year. It started out as the "Church Protection Act" with additional language broadening "permit less concealed carry". While many gun control activists think this is a recipe for disaster, many pro gun people still see the permit process as an infringement on the 2nd Amendment. I think it is important that we understand the laws and how they originated before we start "assuming" anything. Mississippi's current 2nd Amendment rights come from the MS State Constitution of 1890, which basically mimics the 2nd Amendment of the United States.
MS State Constitution of 1890 - SECTION 12. Right to bear arms states .
"The right of every citizen to keep and bear arms in defense of his home, person, or property, or in aid of the civil power when thereto legally summoned, shall not be called in question, but the Legislature may regulate or forbid carrying concealed weapons."
In 1890, the State authorized the legislature to regulate "concealed carry" and in 1972 the MS state legislature created MS Code 45-9-101- License to carry stun gun, concealed pistol or revolver. In 2011, the MS legislature introduced the Enhanced Carry provision. In 2013 it clarified the definition of "concealed", and in 2014 allowed purse/satchel carry without a permit. So there has been a general trend towards relaxing the permit laws to make it easier for residents to exercise their 2nd Amendment rights.
In spite of these recent changes to ease restrictions, many pro gun folks still see the permit process as an infringement. But the infringement is not a recent one. It has been around for 126 years, or at least since 1972!!! So while many think there should be no limits on carry a firearm at all, MS still has some of the most pro gun laws in the USA. I think it is important to realize that in 1890 and 1972 there were very few "gun control activists" so these laws are not a recent result of anti gun politicians, and I think our legislature is doing a good job working on easing some of these laws.

Then here's a question. Since this bill seems to be easing Mississippi's gun laws, a trend we have seen nationally of late as well, can we expect Mississippi to eliminate her Conceal Carry laws entirely in the future? Remember, we are already seeing similar actions in other states.

Well it passed and its not getting near the exposer that open carry got when it was voted on. I bet the Gov signs it (which he has to say yes or no within 5 days). But how long after he signs it will it take to go into effect???

Should go into effect July 1st. It got some negative attention last month
