I too am waiting for the answer to Wildfowler's question.
I have often wondered what happened to Torch.. he just fell off the earth for a couple years (posting up on this site). This thread reminds me of the motivational poster in my office... Character - who you are when no one else is looking.....

Hey Dead, I quit posting too ..then got locked out and was too lazy to create a new Log On ... I think the laws are very vague and its a matter of interpretation
After the deal with Torch, I retrieved and read the entire Lacey Law ..with its sub headings and such
My opinion is that it can be interpreted however a judge and law enforcement official deem it
I have been in law enforcement in my past and as Wingman stated I never woke up with the intention of writing a ticket, however ...
I do not agree with everything (as none of you do) and just like some folks might pull you over for speeding and give you a warning, there are certain aspects that can be given
here is a catch I would like an answer to
MY interpretation of jump shooting .... riding down a river or creek with the sole purpose of "jumping" up a duck and killing it in full forward motion .... no hunting or skill required ...just jump and shoot ... i don't believe in this
LAW interpretation - if duck is wounded and on the water and swimming away, you can't shoot it from a moving boat .... and also the above definition as well
this is a small example ...
