A glimpse of our future waterfowling opportunities:

Well since the pilgrimage of the MDWFP to the "mecca" of government controlled waterfowl hunting was an astounding failure to the future of freelance waterfowl hunting in MS, I figured we'd take a look at some of the wonderful procedures we can look forward to in the future. After all if you quote MDWFP administration Missouri has got it "figured out". Now wait a damn minute, they know what is best for you. Trust them on this, the upcoming draw system will be much much better than just getting a biscuit and pulling up to the ramp. Did someone say more man days!!! YAYYYY more man days!!! Wait... what the feck is a man day???!!!

General Procedures:

General Information:
The Missouri Department of Conservation provides a wide variety of waterfowl hunting opportunities throughout the state. On 15 areas managed intensively for waterfowl, a statewide system is used to allocate the available hunting opportunity. On 12 of these areas half of the reservations for Missouri residents are chosen through a random drawing, and half are of the hunting positions are allocated to walk-in (also known as “poor line”) hunters who sign a waiting list upon arrival. New this year, Eagle Bluffs, Grand Pass, and Otter Slough Conservation Areas will pilot the Quick Draw System. This system will enable hunters to know before driving to a conservation area whether they were drawn for one of the available hunting spots. The Quick Draw System will allocate 80% of the available hunting spots; and the remaining 20% of the hunting spots will be allocated through the “poor line” drawing system. Hunters selected through the Quick Draw System are guaranteed an opportunity to go afield, but are not guaranteed the best locations. Hunters drawn through the Quick Draw system will know their “pill number” prior to arriving at the waterfowl area.

Waiting list hunters trying their luck in the “poor line” drawing at Bob Brown, Columbia Bottom, Eagle Bluffs, Grand Pass, Marais Temps Clair, Otter Slough, and Ten Mile Pond Conservation Areas will be using the Every Member Draws (EMD) procedure. On EMD areas, every member of a waiting list hunting party draws a pill and the party uses its best (lowest) number drawn. On high demand areas, the EMD system puts more hunters in the marsh by creating an incentive for hunters to team with family and friends—up to the maximum of four hunters—instead of hunting alone, thereby better utilizing the available opportunity.

All other conservation areas that use a morning draw to allocate hunting positions will continue to use the One Member Draw (OMD) procedure. On OMD areas, one member of a waiting list party draws one pill for the party.

After the pills are drawn the lowest number gets first choice of the available hunting locations, followed by the second-lowest number, and so on until all available locations are allocated. On any given day there may be more waiting list parties than hunting locations, so it’s possible that not everyone in the poor line gets to hunt that day.

General Procedures:
•All hunting party members of a reservation party, OMD party, and EMD party must be properly licensed prior to participating in the morning draw.
•Refer to Every Member Draws (EMD) for detailed procedures for Every Member Draw areas

Reservation Holders:
•Reservation holders need to arrive and check in at the window a few minutes before official draw time. Reservation holders will begin drawing immediately after check in.
•Reservation holders must have the proper permits required to hunt waterfowl in the state of Missouri and must present a form of I.D. at check in.
•Numbered pills representing all of the available hunting sites will be loaded into the draw box. Reservation holders will then draw one pill from the draw box upon completion of the check in procedure.
•At official draw time, a final call for reservation holders will be made, followed by an announcement “The Reservation Drawing is closed”. No late reservations will be honored.
Waiting List:
•Prior to official draw time, every member of a waiting list party at EMD areas, and one member from each waiting list party at OMD areas (which does not have a reservation) must sign the waiting list sheet.
•At official draw time, an Announcement is to be made that sign up is closed and the list is picked up by area staff. No names will be added to the waiting list after the list has been taken into the office.
•At official draw time, and following completion of the Reservation Holder drawing, the morning speech will begin.
•Refer to Every Member Draws (EMD) for detailed procedures for Every Member Draw areas
•Refer to One Member Draw (OMD) for detailed procedures for One Member Draws areas
•Parties not signed up on the waiting list prior to official draw time, will not be allowed to participate. Parties arriving late may be allocated a hunting spot if any remain after the drawing.


The new and wonderful Quick Draw System:

General Information
Quick Draw, an electronic drawing system, is being piloted in 2011 to allocate eighty 80 percent of the available hunting opportunity on Eagle Bluffs, Grand Pass, and Otter Slough conservation areas. Missouri residents may register during two random drawings each week. Twenty percent will be allocated to walk-in (also known as “poor line”) hunters who sign a waiting list upon arrival. Poor line hunters on the pilot areas will use the Every Member Draws procedure.

Hunters must apply online through the MDC’s web site to participate in the electronic drawing, or “Quick Draw”. Applications can be submitted twice per week. Drawings will occur on Monday at 4:00 pm for hunts on the following Friday, Saturday, Sunday, and Monday, and on Thursday at 4:00 pm for hunts on the following Tuesday, Wednesday, and Thursday. Note: the system will be unavailable from 3:00 p.m. to midnight on drawing dates. Successful applicants will be notified by email or text message at 8:00 p.m. following each drawing. Additionally the results will be available online at 12:01 a.m. the following morning. There will be no limit to the number of times a hunter can apply each year, or the number of times a hunter can be drawn to hunt.

Quick Draw Eligibility Requirements:

•Must be a Missouri resident
•Must be properly licensed (Small Game Hunting and Migratory Bird Hunting permits) prior to applying through the Quick Draw system
•Youth (15 and under) do not need to purchase a Small Game Hunting permit, Migratory Bird Hunting permit, or Federal Stamp, but must possess a Conservation Number.
•Missouri Residents that are 65 and over do not need a Small Game Hunting Permit, but must possess a Migratory Bird Hunting Permit and a Federal Stamp.
•The Lifetime Permit includes Small Game Hunting and Migratory Bird Hunting permits. Non-resident holders of a Lifetime Permit are not eligible to participate in Quick Draw.
•Disabled Veterans are not required to purchase a Small Game Hunting Permit but are required to purchase a Migratory Bird Hunting Permit.
Hunters that are successfully drawn through the Quick Draw system may include up to 3 additional hunters in their party. Members of a Quick Draw party are guaranteed an opportunity to go afield and are pre-assigned their pill number (position in line). Hunting locations (pools and/or blinds) will not be pre-assigned. Pill numbers that are pre-assigned electronically will be issued in a tiered fashion, such that pill numbers not pre-assigned will be distributed evenly throughout the entire range of numbers used in the electronic drawing. For example, if an area is hunting 20 positions, 16 parties will be drawn through Quick Draw and 4 parties will be drawn through the poor line. Pre-assigned numbers will be issued in a manner such that one number in each tier (e.g., 1-5, 6-10, 11-15, and 16-20) is reserved for the poor line drawing. Within each tier, the 4 pre-assigned numbers are chosen randomly. One poor-line spot will be allocated for each five hunting spots available.Pre-drawn numbers through the Quick Draw system correspond to the order in which hunting locations are selected. Pre-drawn vacancies and tiered positions that are not pre-drawn will be filled based on the order established through a poor-line drawing.

Poor line, parties will draw according to a modified Every Member Draws system. These parties will draw from a series of numbers beginning with 101. Each member of the party is required to be listed with their respective party on the sign-in sheet. The number of pills added will equal the number of signatures on the waiting list sign-in sheet plus 3 extra pills (to allow for error). Staff will add the appropriate number of pills to the box—no more, no less. On any given day there may be more waiting list parties than vacant hunting positions, so it is possible that not everyone in the poor-line gets to hunt that day.

The poor line party with the lowest pill number will be assigned to the lowest numbered vacancy. The poor line party with the next lowest number will be assigned to the next lowest vacancy, and so on until all vacancies that were reserved from Quick Draw are filled.

Once the vacancies have been filled from the poor line, hunting positions will be allocated. The first party in tier one (Quick Draw or poor line party) has first choice of available hunting locations, followed by the second party. Allocation will continue sequentially until all available positions are allocated. On any given day there may be more waiting list parties than hunting positions, so it is possible that not everyone in the poor line gets to hunt that day.

Quick Draw Parties

•Quick Draw parties must arrive and check-in no later than official draw time. The party member who was pre-drawn must present a valid photo I.D. to verify identity and Missouri residency. Staff will confirm the pre-drawn status of a hunter by referring to the list of Quick Draw hunters and document check-in prior to “official draw time”.
•Once licenses have been checked and Daily Waterfowl Hunting Tags (green card) completed, pre-drawn parties will be given the pill that corresponds with their pre-assigned number.
•At official draw time, a final call for pre-drawn parties will be made, followed by an announcement “THE QUICK DRAW CHECK-IN PERIOD IS CLOSED”. No late Quick Draw parties will be accommodated.
•NOTE: It is possible for a Quick Draw party to be on time and check in prior to official draw time, but not have enough time to be processed by official draw time. In this case, the Quick Draw party will be processed after the official draw time (only if checked in on time), but prior to the morning talk and poor-line drawing.
•Quick Draw parties that have checked in may not participate in the poor-line drawing.
Waiting List Parties in Poor Line

•Every member from each party drawing in the “poor line” must sign the waiting list sign-in sheet prior to official draw time. Each party shall designate one member to collect Daily Waterfowl Hunting Tags, required stamps and licenses for each member and present them to staff prior to drawing pills.
•The maximum party size is four individuals, and each hunting party member must be properly licensed. Non-hunting, un-licensed, “observers” may NOT participate in the drawing and are not allowed to draw a pill. However, up to three observers may be included as part of a four-person party as long as the party member that is drawing is properly licensed. All observers and hunting or non-hunting youth count toward the maximum party size of four.
•For any party with an absent party member, a completed Daily Waterfowl Hunting Tag must be submitted when the party draws their pill (or pills) and the conservation number for the late party member must be included on the Daily Waterfowl Hunting Tag prior to being stamped. Area staff conducting the draw must be notified of the situation. Parties will not be allowed to draw a pill (or pills) for an absent party members(s).
Poor line Drawing Procedure (Every Member Draws)

•As official draw time approaches, area staff will ask if all members of each party have signed the waiting list sign-in sheet (excluding Quick Draw Parties). Staff will announce that “REGISTRATION IS CLOSED” at official draw time and take the sign-in sheet behind the counter. The morning speech will begin at this time, and no additional names will be added to the waiting list. Parties not signed-in on the waiting list will not be allowed to draw.
•Area staff will count the number of signatures on the sign-in sheet to determine the number of pills to add to the box (Example: 40 signatures). The number of pills added will equal the number of signatures on the sign-in sheet plus 3 (to allow for error). Staff will add the appropriate number of pills to the box —no more, no less (Example: 40 + 3 = add 43 pills).
•The series of pills to be used for the poor line drawing will begin with the number 101, which will allow poor line pills to be distinguished and separate from Quick Draw pills. For example, with 40 signatures on the sign-in sheet and three extra pills, pills numbering 101-143 will be added to the box.
•Designated party member shall present stamps, licenses and Daily Waterfowl Hunting Tags to staff and begin drawing pills. Every poor line party must draw the appropriate number of pills relative to the number of members that are present in their party. That is, if a party of four draws pill #101 on the first pull, they still must draw three more pills for a total of four.
•Designated party member shall receive lowest pill and then decide to retain lowest pill or request to get their permits back immediately after they have drawn a pill if the party wishes to forfeit their chance to choose a position for that day. If a party chooses to forfeit their pill and have their permits returned, no member of that party may draw a second time or be added to another party. All other permits will be returned ONLY when the party members’ number is called.
•Area staff will announce a “LAST CALL TO DRAW” after everyone has drawn, Staff then will announce the “DRAW IS CLOSED” once everyone has drawn.
Post-Draw Allocation of Hunting Positions

•Vacant slots will be filled based on pill numbers drawn by poor line parties. The poor line party that drew the lowest pill number (101+) will be assigned to the lowest numbered vacancy. The poor line party with the next lowest number will be assigned to the next lowest numbered vacancy, and so on until all vacancies that were reserved from Quick Draw are filled.
•Once the drawing is closed, allocation of hunting positions will begin. Area staff will issue hunting positions by calling forward the first party and allowing them to select a hunting position, followed by the second party and so on. Allocation will continue sequentially until all parties have selected a hunting position OR all available positions are allocated.
•For parties with members running late, area staff will detain the party members and keep their permits and tags until the late individual arrives. At that time the late individual’s permits will be inspected and the party will be allowed to hunt. If the late party member does not arrive by the time the draw room closes, only the party members present will be allowed to hunt. NOTE: Staff will not keep the draw room open any later than usual to accommodate a late member of a hunting party.
Disabled-Accessible Hunting Blinds

•Parties registered to hunt in disabled-accessible blinds may be processed as soon as possible so as to minimize crowding and confusion.
•A hunter who has reserved a disabled-accessible blind is not required to be present at the designated draw time. However, at least one member of the party is required to attend the draw or the blind may be offered to another eligible party at the draw.
•Parties registered to hunt a disabled-accessible blind are not eligible to participate in the poor line drawing unless they first forfeit their ADA blind reservation.

The "Every Member Draws Procedure:

"Every Member Draws" Procedure
Bob Brown, Columbia Bottom, Eagle Bluffs, Grand Pass, Marais Temps Clair, Otter Slough and Ten Mile Pond conservation areas are using this procedure. Eagle Bluffs, Grand Pass and Otter Slough will use the Quick Draw system to allocate 80 percent of their hunting spots; the remaining 20 percent of the spots will be allocated through a “poor line” using the Every Member Draws (EMD) procedure.

Reservation Parties
•The reservation holder must check in prior to official draw time and present a valid photo I.D. (unless they are under 16 years of age) to verify Missouri residency. Staff will confirm your reservation by referring to the reservation holder list and check off your name to ensure arrival prior to “official draw time”.
•Reservation holders must also have the proper permits prior to drawing.
•RESERVATIONS WILL NOT BE HONORED IF THE RESERVATION HOLDER HAS NOT CHECKED IN BY “OFFICIAL DRAW TIME.”
•During the check-in procedure, the reservation holder will give the completed Waterfowl Hunting Tags and required hunting permits and stamps for each member of their party to the employee conducting the drawing. The reservation holder will then be allowed to draw one “pill” from the box that contains the number of pills equal to the number of hunting locations available (Example: if 27 locations are available, pills 1–27 will be used).
•Reservation holders may elect to forfeit their reservation, sign the waiting list sign-up sheet and draw in the “poor line”. A reservation holder may NOT draw in the Reservation drawing, forfeit the pill, then sign the waiting list and draw in the poor line.
•NOTE: It is possible for a reservation holder to be on time and check in prior to official draw time, but not have enough time to draw a pill by official draw time. In this case, the reservation holder will be allowed to draw a pill after the official draw time (only if checked in on time), but prior to the morning talk and poor-line drawing.

•If there is enough room, Area Staff will require that all poor line party members be present at the window to draw a pill.
•If space is a problem, each poor line party member need not be present to draw a pill. Instead, one party member can draw a pill for each party member. However, if the party draws a pill for an absent member and that member is not in the room by the time their number is called, then the entire party forfeits their privilege to hunt the Area through the managed hunt system that day.
•For party members running late, a completed Waterfowl Hunting Tag must be submitted when the party draws a pill, but the party will not be allowed to draw a pill for this party member. Area Staff need to be notified of this situation prior to party members drawing their pills.
•Every poor line party must draw the appropriate number of pills. That is, if a party of four draws pill #1 on the first pull, they still must draw three more pills.
•After everyone has drawn, Area Staff will announce a “LAST CALL TO DRAW.” Once everyone has drawn, Staff will announce the “DRAW IS OFFICIALLY CLOSED.”
•A party can request to get their permits back immediately after they have drawn a pill if the party wishes to forfeit their chance to choose a pool for that day. If a party chooses to forfeit their pill and have their permits returned, no member of that party may draw a second time or be added to another party. All other permits will be returned ONLY when the party members’ number is called.

Disabled-Accessible Hunting Blinds

•For party members running late, staff will detain present party members and keep their permits and tags until the late individual arrives. At that time the late individual’s permits will be inspected. NOTE: Staff will not keep the draw room open any later than usual to accommodate a late member of a hunting party.
Extra Provision for “One Member Draws” All-Day Hunting Areas•In order to maximize opportunity and hunter participation, only one member of a party is required to arrive prior to official draw time, sign the waiting list, and participate in the drawing on OMD areas that have all-day hunting. However, the party member drawing must provide completed daily Waterfowl Hunting Tags for each hunter in their party.
Disabled-Accessible Hunting Blinds•Parties registered to hunt in disabled-accessible blinds may be processed as soon as possible so as to minimize crowding and confusion.
•Party members registered to hunt a disabled-accessible blind are not eligible to participate in the “One Member Draws” procedure unless they first forfeit their ADA blind reservation.

FREQUENTLY ASKED QUESTIONS, ANYONE?

Will there still be a poor line?
Yes. Under Quick Draw, 80% of the available hunting spots on the three pilot areas are available only to those hunters who apply online and are drawn. At least 20% of the available hunting spots are allocated through the poor line. The poor line will fill any no-show hunting spots from online applicants. Information from the 2010 season shows that poor-line opportunities did not decrease, because many hunters selected for slots did not show up for their hunts.
Will there still be a reservation system?
Yes. There will continue to be a pre-season drawing for reservations for 50% of the available hunting spots on the remaining 12 conservation areas with managed waterfowl hunts. At least 50% of the available hunting locations for these 12 areas will still be allocated through the poor line daily drawing.
Will those who are selected through Quick Draw get better hunting positions than those drawn from the poor line?
No. Hunters who are successfully drawn, regardless of whether by computer or poor line, will be guaranteed a hunting spot that day. All parties successfully drawn to hunt, regardless of method of drawing, will have a chance at the best hunting spots.
Will there be a limit on the number of times a hunter can enter the Quick Draw computer drawing during the season?
Hunters may apply for only one area per day, but may choose different areas for different days. There is not a limit on the number of times they may be drawn. Hunters who are selected will receive notification by e-mail, text message, or can check their status online.
Will there be more people who apply by computer than would drive to those areas each day and stand in the poor line to draw?
In the first year of the Quick Draw pilot study we had 128,002 applications representing 7,345 individual hunters. The poor-line turn away rate decreased by nearly 44%. We expect that hunters will continue to apply on-line versus those who regularly drive to the areas to participate in the poor-line drawing. Numerous studies have shown that a major reason for non-participation in hunting and other outdoor activities is a lack of time. Quick Draw saves hunters travel time by letting them know whether they have been drawn for an available hunting spot before driving to one of the three pilot areas.
Will out-of-state hunters be able to enter the drawing on computer?
Non-residents cannot apply for either Quick Draw or the existing reservation system. Non-resident hunters are allowed to hunt with a party of hunters where a resident hunter has applied and was successfully drawn. Non-resident hunters may participate in the poor line each day at both Quick Draw and other locations.
What will hunters need in order to apply?
Hunters using Quick Draw must have a valid conservation ID number and must have already purchased a Small Game Hunting Permit (unless exempt) and a Migratory Bird Hunting Permit. When a hunter enters his or her conservation ID number, the computer system will cross-reference that number to determine whether the hunter has already purchased the necessary permits. Hunters who are selected will receive notification by e-mail or text message.
Will youth hunters be able to apply?
Youth hunters who are not required to purchase a state migratory bird permit will be able to apply using their conservation ID number. All other regulations and rules apply regarding hunter education and/or hunting with a properly licensed adult.
What will happen if the computerized system breaks down at any time during the season and cannot be repaired in a timely fashion?
So far, this has never happened. If a failure does occur, all hunting spots at the three conservation areas using Quick Draw will be placed under the poor line drawing. MDC will post a notice on the website informing hunters of this information.
What if a person doesn’t have Internet access at home?
Our 2007 survey of waterfowl hunters showed that 83% of respondents had daily Internet access. With the growth of Internet access through home computers, laptops, smart phones and other technology, even more hunters have Internet access today. If not available at home, hunters can get Internet access through family, friends, hunting partners or community locations such as libraries. Hunters without Internet access can still show up for the poor line drawing at the three Quick Draw pilot areas, or any of the 12 other conservation areas without Quick Draw.
Will Quick Draw lessen the chances of being drawn?
Drawing success depends on the number of applicants for any given day.

Will MDC apply any penalties for people who get a Quick Draw pill but do not use it?
No. Those unfilled spots do not go to waste, as they are allocated through the poor-line drawing.
What if a hunter gets a Quick Draw pill, but doesn’t have enough time to get off work to use it?
MDC offers waterfowl hunters the choice of both the Quick Draw system for short-term scheduling and the existing waterfowl reservation system for longer-term scheduling.
What did MDC learn from the 2010 Quick Draw pilot?
A high level of turnover in waterfowl hunters from one year to the next combined with the variable hunting conditions over time calls for caution in drawing to too many conclusions from just one year of the pilot program. Data has shown that:
•The overall numbers of hunters hunting the three pilot areas did not change much from the two years before Quick Draw to last year when the program began.
•Excluding freeze-up days, Quick Draw areas turned away 44 percent fewer parties while other areas had a 28 percent increase in hunters turned away.
•In 2009, under the traditional reservation system, MDC received 14,101 applications for the three pilot areas in a single drawing representing 11,714 individual hunters. Under Quick Draw in 2010, MDC received 128,002 applications in 49 drawings representing 7,345 individual hunters.
•Poor-line opportunities did not decrease under Quick Draw, because many hunters selected for slots did not show up for their hunts.
•Similar numbers of local and more distant hunters hunted Quick Draw areas in 2009 before the pilot program and in 2010 under the pilot program.
•The average distance hunters traveled to participate in the poor-line drawing for Grand Pass dropped by about 10 miles from 2009 to 2010. It increased by about two miles for Otter Slough. (No data for Eagle Bluffs)
What kinds of feedback did MDC get from hunters last year when Quick Draw was first piloted?
We asked waterfowl hunters for feedback on Quick Draw prior to, during and after the 2010 waterfowl season by sharing their comments through our website. We were not able to conduct a formal survey at the time. A small number of the tens of thousands of waterfowl hunters responded with many having more than one comment per individual hunter. Of the 740 comments received, 56 percent were negative, 22 percent were positive and 22 percent were neutral. Get additional information about last year’s feedback.

Will hunter opinions be considered in the continuation of Quick Draw and for improvements?
We value hunters’ opinions and will continue to ask for feedback. In the second year of the pilot study we have created an online comment poll.

We need to have an "occupy" rally at Mdwfp Eastover location.


Go to the meetings. A forum like this is good for making folks around here aware of the issues. MDWFP is not going to hear any concerns unless you tell them about it.

I personally think they should set up new wma's as they see fit. I personally do not wish to see existing wma's retrofitted with a lottery system.

I didn't finsh that report. Is this info from missouri? Are there any hard facts that existing MS wma's will go draw written in there?

Yeah and they voted my lease in the Southern Zone now it opens the same time Mississippi opens. CONSPIRACY they are out to get me!

For ever we have been in the middle zone and opened the first SAturday in November, but not now. We use to have a bout 3 weeks of bad ice now we will have 5 to 6. Thanks MDOC!
