if you already have lenses, and want a new camera, the Digital Rebel XT for $490 would do fine, not the best but it's a good place to start.
there are several places you can check for used cameras keh.com, fredmiranda.com, and other retailers such as bhphotovideo.com and adorama.com have a used department. I would steer clear of ebay if you can, too many chances unless you really know your equipment.
for wildlife you're probably gonna want a longer lens, at least 300mm preferably a 400mm....that is a big budget item unless you already have access to the lens.....
as for the IS, I haven't had problem shooting sports with mine (100-400), but I rarely use it at night and use my 70-200 f2.8 instead and it doesn't have IS, and it's not probably needed due to the high shutter speeds needed to stop action anyway...but you could always cut it off.....
