Very common for resident birds to be banded. We have a resident population of interiors around my lease up in Oklahoma. I watched 30 plus walk across the fairway one day within 20 yards of me one day and almost everyone was wearing a band. Additionally, my cousin and two buddies shot 9 last year in the early season and 7 - yes 7 were banded. They were federal bands. I would like to hear someone weigh in that is in involved in or familiar with resident goose banding programs in MS.
