Quick Baiting Question

What are the rules regarding salt licks?? If I put salt on a stump and it soaks in but is still there am I breaking the law???? Want to be sure. Technically there is salt there even though it may not be visible. ???????? Oh, and what is the best salt to use. What last the longest. What do they come to best????
