MDWFP Permit to Hunt for Folks Over 65

Question for the DS brain trust.

We are in the process of getting my FIL back over here from China. He's old and in ill health, so I want to make sure he can do some fun stuff when he gets here. MDWFP allows people over 65 to get a $5 permit that permanently replaces the All game hunt and fish license. I fully intend to get myself one, once I reach that milestone.

My question is: Once he gets here and gets his renewed green card, will he be able to get this permit? We know he can get things like his Mississippi Driver's License renewed, because we've done that before.

(And for the record, he is a MUCH safer driver than 99% of the yahoos we see on our highways and byways - - - AND he'll have insurance. :D )
