In exchange for turning control of the refuge over to the national conservency group, this conservancy group will be/already has provided funds for construction of a weir ( large water control structure) at a location where Money Bayou empties into the Tallahatchie River.

How does this transfer alter the public/non-public nature of the waterway? I don't see how it matters whether MDWFP, the Nature Conservancy, or Mr. Tribble's heirs own the property. If the private landowner(s) can't keep the public off a public body of water, how can the Nature Conservancy? To me, the question is not who owns the bed. The question is whether the waterway is navigable or not. If MDEQ has already deemed it to be navigable/public, how does this change anything?
The Little Sunflower River (navigable and public as far as I know) runs through a WMA and a national forest. Can MDWFP declare that river to be no longer public? I wouldn't think so.
I don't know any details here but it seems to me that the landowners sold the bed of the lake (which they may be entitled to do) but the status of the surface remains unchanged -- if the surface water was public before, it's public after. Someone declaring it to be a "refuge" doesn't change anything. Or am I misunderstanding something?
Someone can volunteer to get a ticket and be the test case.

Yazoo, the logic and reasoning you have espoused is solid. I agree.
But, when it comes to political cronyism, the ordinary meaning of words get twisted like pretzels, and logic and reason are thrown out the window -- any means to achieve the desired end. And even worse, they think we are too stupid to notice.

We all know how smoothly things go for the public hunter especially the freelance hunter when the department gets involved. We get exactly what po monkey just described!!!!!! I want to know what is the real motivation behind this? what do they "REALLY" have in the works that we do not yet know?

I think you are missing my point.......can you not find 10-12 duck hunters to 'pickett' the meeting? Can you not in unison publicly stand your ground? Call the local media? Newspaper and TV? If it is that important, remove the excuses and get to work, 'boots on the ground'........
This is not 'tongue n cheek' or meant to be a 'slam', but a challenge/encouragement as people who are really upset about something have avenues to use..........but when the rubber meets the road, most are just whining and won't lift a finger.

No, sky walker, I think you're missing the point. They've tried things before at this same locale and it was met with opposition at the meeting. Then they pretty much said fluck off. My question wasn't rhetorical either.
