Boliver county isnt on 800 as of now.
Still on high band. Im checking woth some higher ups to see when it may change.
But if they go 800/700 that scanner wont work anyway.

You are correct. I am not sure if they are fully implimented as of yet. However, radio reference has some incorrect information.
The scanner you have will not work on MSWIN. It is an analog only radio.
You would need either a BCD-996 or BCD-396, I think I am right on those models.
They are atleast 2 times the cost of a BCt15
Anything digital you can pretty much count on doubling the price of any equipment to do with it.

Tim, call my dad. He's the one doing all of that. I know he has the 800 system in his truck. Part of that system is what the new tower north of Shelby is for.
