You need to diagnose the problem before just replacing parts, yes, it could be the element, it could also be the thermostat,high limit, high limit fuse, timer, and a couple of other things. What brand is it? That makes all the difference in the world.

You did not say what brand dryer it is. If it is a whirlpool, it is probably the fuse. Take the back panel off the dryer, it is held on by 1/4" screws, it is a small white thing with 2 wires going to it, ohm it out and see if it is good.
