When I have heard about the Fair Tax previously it was to replace the current income tax system; not to cover Income tax, Social Security tax, estate tax or any excise taxes. DU qualifies as a 501 (c) (3) non-profit charitable or environmental organization. So does Delta waterfowl, and NWTF, and all the other various wildlife groups where you contributions are tax deductible.

It's a case of hunter populations compared to bird populations. Here is an explanation made long ago that covers it:

1. Atlantic Flyway -- many hunters/few birds ---> short season

2. Pacific Flyway --- few hunters/many birds ----> long season

The same reason a microwave oven is priced $99.99. Or why the Dow Jones Averages get stuck at just under some "threshold" like 14,999, and then shoot way high after it breaks 15,000.

People tend to see the difference between, say $3.199 and $3.20 to be much higher than between $3.198 and $3.199.
