Whenever Govt. and Private industry get together, non-profit or not, things get done that are about money and not conservation.

The COE aint exactly famous for being conservation oriented in the first place.
they just got a budget, and wherever there is a Govt budget to be exploited under the gise ...

I have found that simply combining several chores into one makes for a much simpler and easy spread.

There are lots of ways to rig a decoy.

This one is my favorite and I use it all the time.
